I think 2 of the screw things in back are in, and other little plastic bag that came with it?, it did originally have sheet tape over front, but I removed it to get a better look at item. I got this from a down sizing heating and plumbing company. Doesn't really look used except maybe storage wear. That said, not sure if new or used, and also the item is untested.
